Kevin Muir
Executive Director

Kevin Muir is the founding Executive Director of EngageWell IPA, overseeing the start-up and operations of this innovative health care network. In 2017, he organized the 21 founding organizations to apply for New York State designation and funding as a Behavioral Health Care Collaborative, and he led the establishment of the IPA in 2018. Prior to EngageWell IPA, Kevin was the Executive Director of iHealth, a statewide organization of community-based organizations that offer Health Home care management services and work together to advocate on behalf of the member agencies and their clients. He has led advocacy on a host of vital successes with New York State on behalf of iHealth and in other positions. He continues to engage with key counterparts to ensure stabilization and improvement of programs that have historically met roadblocks in funding, attention and implementation. Kevin has over 20 years of experience spearheading nonprofit programs and projects for organizations across the United States, including at CAMBA in Brooklyn where he oversaw the organization’s participation in New York State’s Medicaid reform, including the Health Home Program and the Delivery System Reform Incentive Payment (DSRIP) projects. Kevin received his Master’s in Public Administration Degree with a focus in Nonprofit Management from the University of Arizona's Eller College of Management.

Christopher Joseph
Program Director

Christopher Joseph leads the IPA’s program innovation and quality improvement initiatives. He is also an Adjunct Instructor at LaGuardia Community College where he teaches Population Health for the CHW Workforce Development Program. Christopher serves on the HIV Health and Human Services, HIV Planning Council and he is Co-Chair of the Integration of Care Committee. Prior to joining EngageWell, Christopher was the program manager of a medical case management program within Mount Sinai's Institute for Advanced Medicine where he was responsible for operations and reporting for NYC's largest Ryan White Part A Care Coordination Program. In 2015, his innovative work helping New Yorkers living with HIV/AIDS and marginalized populations earned Christopher an Emerging Social Work Leadership Award from the NASW-NYC Chapter. He earned Master's degrees in Public Health and Social Work from the University of Michigan Ann Arbor in 2008.

Katy Boland
Special Projects Program Manager

Katy Boland joined the EngageWell team in June 2018 as Special Projects Program Manager, assisting with an array of start-up activities. She previously worked at BronxWorks, first in eviction prevention at their HomeBase program, then in quality assurance at their Health Home care management program. Katy is a 2014 graduate from SUNY Geneseo.

Cheyenne Stewart
HCBS Project Coordinator

Cheyenne Stewart joined the EngageWell team as the Adult Behavioral Health Home and Community Based Services (HCBS) Project Coordinator in June 2019. Prior to joining EngageWell, she was a program coordinator at the Clinical Education Initiative’s HIV/HCV Center of Excellence, based at Mount Sinai Institute for Advanced Medicine. Her background is in population health, with a focus in reproductive justice and LGBTQ health. In 2017, she completed her Master of Public Health from the University of North Carolina Chapel Hill.
